In Seville cultural politics since 2004 has suffered a programmatic capitalisation of contemporary artistic expression. The BIACS Foundation (International Biennial for Contemporary Art Seville) has captured biggest part of the public fonds for culture production plus private sponsorships to launch a major city-branding project, to battle the cold self representation turkey the city suffered after the world expo ‘92. Therefore they legitimised their project by employing big names of the (critical) contemporary art world, as Harald Szeeman, Okwui Enwezor or Peter Weibel. The bankrupt BIACS Foundation last december announced the biennial for February 2011 and declared an agreement with the Abu Dhabi Authority Culture and Heritage Foundation, related to the royal family, as their partner for the upcoming event. Up to date, less than a year to go to the fourth edition of the biennial supposed to take place, there’s no news on the issue.

PRPC (plataforma para la reflexión sobre políticas culturales) has formed as a discussion platform on cultural politics, questioning this radical step of rationalisation and privatization of public fonds for cultural production via the biacs foundation and private investment lobbies since the beginning of the Seville biennial.

The bankrupt biennial foundation just now confirmed the celebration of the next biennial version for 2011 funded by an Abu Dhabi foundation, ADACH,  related to the royal family, and presided by Sevillian entrepreneur Fernando Franco.
